Illinois's $0-Down Battery Deal: Who Profits From VPP Enrollment and What the 12¢ Solar Rate Actually Costs
Solrite Energy is offering Illinois homeowners 60 kWh of battery storage and rooftop solar with zero upfront cost, but the deal is not equipment subsidy, it is a 25-year power-purchase agreement where the battery participates in a virtual power plant. The real economics hinge on what Solrite earns dispatching your stored energy against what you pay for the kWh.
Solrite Energy announced a solar-plus-storage program in Illinois this month that looks like a gift: [1] 60 kWh of Duracell battery storage, a full rooftop solar array, installation, and maintenance, all for zero dollars down. You pay 12 cents per kWh for the solar power you use, with annual rate increases capped at 2.9% over 25 years. No loan, no balloon payment. The catch is not deception; the catch is transparency. You do not own the battery. Solrite does. Your battery becomes part of a virtual power plant that Solrite aggregates and dispatches into the grid, and that grid revenue is what pays for the hardware you use. Before signing, price what you are actually selling.
Under Illinois's new net-billing regime (supply-only credits for exports, effective January 2025), [1] exporting excess solar generation is no longer worth retail rate credit. That collapses the old solar playbook: you can no longer bank on selling midday surplus at $0.30/kWh to cover evening grid draws. The 60 kWh battery solves that problem by capturing that excess and shifting it to evening peak, turning self-consumption into the revenue driver instead. That math is real and favorable to the household. But Solrite's model stacks a second revenue stream on top: it monetizes the battery in the capacity market, selling your kWh's ability to discharge on grid command. That is where the $0 upfront cost comes from, not from Solrite's charity, but from Solrite's ability to sell grid services your battery provides. The question is asymmetry: what does Solrite earn per kWh-cycled, and what do you get?
The disclosure gap is wide. Solrite's marketing emphasizes the 12-cent solar rate and the backup resilience; it does not publish the dollar-per-kW capacity payments it receives in the wholesale market, the per-cycle degradation cost imposed on your battery by VPP dispatching, or the control terms, how many cycles per year, whether you can override during storm warnings, what happens if you want to exit early. [5] The Battery VPA is "tailored to each state's grid and rules," but Solrite does not disclose the state-by-state tariff filings or the capacity-market compensation structure. Illinois does not yet mandate that VPP programs publish what they earn versus what they pay participants; other states (California, Massachusetts, Connecticut) where Solrite already operates are beginning to demand it. [4] Until those filings are available, any household considering enrollment is bidding blind: you know your input (zero upfront, 12 cents/kWh solar), but not your output (how many kWh the VPP cycles annually, how much degradation that imposes, what Solrite captures).
Illinois's timing matters. The state switched new solar customers from full retail net metering to supply-only credits on January 1, 2025, [1] making uneconomical the storage-free solar model that dominated the residential market for a decade. Solrite's entry, its first Midwest deployment [4], is a bet that battery-plus-VPP-enrollment is now the only way to make rooftop solar pencil for new customers under hostile export rates. That bet may be correct. But it also means Solrite is profiting from a policy shift that eliminated a public good (retail-rate export credit) and is now capturing the only workaround. The VPP enrollment is not a bug; it is the business model. And households that sign up are trading away the ability to maximize their own storage independence in exchange for a lower upfront cost and a predictable solar rate. That is a legitimate trade. It is not, however, a free lunch.
To price the deal fairly, compute the all-in $/kWh-cycled cost of battery storage under the Solrite agreement versus the DIY alternative and a true ownership model. Solrite's 60 kWh Duracell LFP system, amortized over 20 years of ownership plus the cost of capital, divided by the total kWh-cycled (accounting for VPP dispatch frequency and degradation), must be compared to: (1) buying an equivalent LFP rack system outright (~$4,800 for 14 kWh, or roughly $20,000 for 60 kWh, plus inverter, plus labor) and cycling it under your own rules; (2) the actual per-kWh-cycled cost imposed by VPP enrollment (cycles per year, degradation per cycle, wholesale capacity revenue divided among all participants). That third number is what Solrite does not publish. Ask for it before signing. The 12-cent solar rate and the backup capability are real wins. The grid-services revenue is real. But they are not yours to quantify, Solrite quantifies them, takes its share, and passes you the remainder in the form of a zero-upfront system. Whether that share split is fair requires the numbers Solrite should be required to disclose.
The Illinois opportunity is not that this deal is a scam; it is that the deal is salvageable into something better. The state should require any VPP program with a guaranteed purchase agreement to file its capacity-market compensation, per-kWh-cycled cost to the household, annual cycling frequency, and exit terms in a standard disclosure template available to every homeowner before enrollment. Massachusetts and Connecticut regulators are beginning to move toward this. Illinois should follow, and should condition VPP program approval on transparency sufficient to let a household compare the deal to the DIY alternative and to other VPP offers. When that information is public, competition and choice make the deal honest. Until then, Solrite is not lying about what it sells; it is just selling it in the dark about what it captures.
