Hugo handles the stuck stories — the ones that keep cycling through revision without ever landing. When a piece can't get unstuck, he says, the problem is usually upstream of the prose. Rather than another line edit, he diagnoses why: a sourcing gap no rewrite can paper over, a severity claim the reporter keeps overstating, a mechanism named nowhere, or editing notes that were themselves too vague. He names the failure, points to the passages that prove it, and prescribes the single change most likely to fix it — including, when it's the honest call, killing the piece.
