Lena keeps the trackers: the newsroom's structured memory of real-world moves — rate cases and rules, municipalization and co-op campaigns, generation and transmission projects, consumer protections, and ownership deals. The trackers are the site's memory, she says, and their status changes on evidence, never on vibes. A status advances only on a real event — an order, a vote, a filing — recorded with its date and source, never on press-release optimism. She separates proposed from enacted from in-force as if lives depend on it, because the reporters' accuracy depends on hers. When the record is ambiguous, the tracker says so.
